Emergency Energy Fund (EEF)

Low-income Toronto residents may qualify for help from the City of Toronto with energy-related emergencies to reconnect, prevent disconnection or to assist in the payment of energy arrears for hydro services. Eligible customers must have received a disconnection notice, or have already been disconnected, or have energy arrears and do not have enough money to pay them.

Ontario Electricity Support Program (OESP)

OESP provides a monthly bill credit to eligible low-income customers. Credit amount depends on:

  • How many people live in your home
  • Your total household income (after tax)

Note: On March 1, 2024, the Ontario government increased OESP income eligibility thresholds. This change makes more households eligible for bill relief, and customers currently receiving OESP may qualify for a greater monthly bill credit.

Customers who are eligible for a higher credit amount as a result of this threshold update, and whose circumstances haven't changed, are required to get in touch with the OESP Contact Centre before applying for additional funding. *Energy-intensive customers are defined as households that are reliant on electric heat or electricity-intensive medical devices.

Note: Indigenous customers or customers living with Indigenous family members may also qualify for this higher credit amount. Applicant eligibility is based on household income and household size, as listed in the previous table. The Ontario Native Welfare Administrators Association (ONWAA) is available to assist with applications. Indigenous households can contact ONWAA at 1-844-885-3157 or email oesp@onwaa.ca for support.

How to apply for OESP

Before submitting your application, have the following ready:

  • Your electricity bill
  • The names and birthdates of everyone in your home who is registered with the Canada Revenue Agency
  • Social insurance numbers, individual tax numbers or temporary taxation numbers for anyone over 16 years of age

Once you have the necessary information gathered, you can apply for OESP online.

Note: OESP credits are not transferable, non-refundable and have no cash value.

Fraud alert: Customers are being approached by door-to-door salespersons falsely claiming affiliation with the OESP. The salespersons produce an OESP application and promise customers savings if they fill it out. Neither the Ontario Energy Board nor accredited OESP intake agencies engage in door-to-door solicitation. Low-income Energy Assistance Program (LEAP)

LEAP is a grant program that helps eligible low-income customers who are behind on their electricity or natural gas bill and face having their service disconnected. It offers a maximum grant of $650 per household per year ($780 for electrically heated homes).

In order to qualify, your household income has to fall below a certain limit. The amount of income it takes to qualify depends on:

  • How many people live in your home
  • Your total household income (after tax)

Note: On March 1, 2024, the Ontario government increased LEAP income eligibility thresholds and maximum grant amounts per household per year. These changes make more households eligible for emergency relief, and customers currently receiving LEAP may qualify for a greater yearly grant.

After March 1, 2024, customers who received a LEAP grant between January 1, 2024 and February 29, 2024, are eligible to apply for and receive additional funding, up to the new maximum annual grant amount.

Energy Affordability Program (EAP)

EAP offers energy saving measures that can help participating households manage their energy use and lower electricity costs by up to $750 per year depending on eligibility, at no cost to the customer. If you qualify, you may be able to get LED light bulbs, power bars, insulation and more. These upgrades improve home comfort and help lower your electricity bill.

Note: On April 5, 2023, the Independent Electricity System Operator (IESO) announced that it expanded eligibility criteria for EAP.
