Freedom of Information (FOI)

The Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) establishes a general right of access to records held by institutions such as Toronto Hydro. There are some exceptions to what you can obtain through the FOI process. Specific exemptions are listed in the MFIPPA.

Toronto Hydro must respond to an FOI request within 30 days of the date the request is received. If additional time beyond 30 days is required to process a request, you’ll be informed of the time extension. You may be contacted for clarification on the records you’re looking for, at which point the time it takes to process your request may be extended.

How to make a request

To submit a request, please complete our Freedom of Information Request Form (PDF, 83 KB) and submit it by mail, along with the $5.00 non-refundable application fee*, to the following address:

*No taxes apply; cash, money order or cheque payable to Toronto Hydro are accepted. MFIPPA prescribes a processing fee schedule that we may apply for either personal or general information. If the anticipated fees exceed $25.00, you'll be given a fee estimate prior to the request being processed.

Please provide as much detail as possible about the records or information you're requesting, such as the type of information, the time period or dates, and/or the location. This will help our team locate the records. If you’re requesting records or information that contain your own personal information or personal information via a third party with consent, proof of identity must also be provided.

Appeals

If you’re not satisfied with the decision made by Toronto Hydro, you can file an appeal with the Information and Privacy Commissioner of Ontario (IPC).

All appeals must be made to the IPC within 30 days of receipt of the decision letter or fee estimate. In order to appeal, the requester must provide the IPC with the following:

  1. A copy of the decision letter from Toronto Hydro;
  2. A copy of the original request for information that you sent to Toronto Hydro;
  3. The reference number that Toronto Hydro has assigned to your request; and
  4. Any applicable appeal fees made payable to the Minister of Finance.
